The MVV process is decided by the Dutch Immigration and Naturalisation Service (IND) in the Netherlands — the Dutch employer, university, or sponsor files the application directly with IND. Once IND approves the MVV, the applicant attends the London embassy to collect the entry visa sticker; documents required are the passport, the IND approval reference, a biometric photo, and any specific documents IND has indicated. The MVV is valid for entry to the Netherlands within 90 days, after which the applicant collects a Dutch residence permit on arrival.
Non-UK passport holders resident in the United Kingdom who do require a short-stay Schengen visa to enter the Netherlands (third-country nationals on UK residence permits) apply through the Dutch visa-service provider for the UK jurisdiction; the embassy website lists the current intake channel, fees and processing times.
